Sasuke was given the curse seal in episode 30 by Orochimaru who found a huge interest in Sasuke because of how strong and powerful he was. Its horrible what he did but then again it has
been deemed pretty useful at some situations like when Ino, Shikamaru and Chouji couldn't handle the 3 sound nins, Sasuke had woken up and totally beat the crap out of the one guy named Zaku.
He kicked his ass but Sasuke went all crazy and wanted to shed more pain on those who hurt the important people (Sakura. ;D) in his life.
Because of the curse seal becoming an inconsistent problem to Sasuke when he fights because he has much more of an advantage in battle because of it. Kakashi then decided he should seal the curse seal within Sasuke's body so that it would never come out again unless the user wants it to come out because it now runs on Sasuke's will. If he wants to use the curse seal to beat his opponent or not is the question.
